APPLICATION FOR FACILITY USE

Please read the City of Oceanside Park & Recreation Department policies and procedures for the use of this facility before completing the application.

The City of Oceanside's facilities are available for rentals and are ideal for weddings, receptions, parties and more!

Rental Hours:  Rentals are available until 10:00 pm daily.  Clean-up time is until 11:00 pm.  The premises must be vacant by 11:00 pm.

Tables and Chairs: Tables and chairs are provided for your rental.

Audio/Visual:  We currently only provide audio/visual services at the El Corazon Event Center for a fee.

Policies:

  1. Rental applications must be submitted no later than 30 days prior to the planned event and no more than 365 days in advance. 
  2. Neighborhood services may refuse to reserve or may cancel any applications for due cause. A written notice of refusal or cancellation with appropriate explanation will be given by the Division not less than seven (7) days prior to the activity.
  3. A deposit of $250 (non-alcohol event) or $550 (event with alcohol) is required within three (3) working days upon notification that your application has been processed.  The deposit is refundable as long as the facility has no damage from the rental party.  The deposit shall be forfeited should the event be cancelled within 30 days of scheduled date.
  4. All fees are to be made payable to the City of Oceanside or by using our online payment system.
  5. All charges must be paid 21 days prior to the scheduled date of the event.
  6. Usage must be made within the allotted permit time. Additional time for set-up and/or rehearsals must be included in set-up  time.  Permit  will  be  considered  cancelled  and  fees  forfeited  if  applicant  is  not  at  the  facility  60  minutes  after  the beginning of the time for which applied. All permit times are at the discretion of the Parks and Recreation Division.
  7. City facilities may not be reserved on the following holidays: New Year's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, Christmas Eve and Christmas Day.
  8. No activity will be permitted which is in violation of local, state or federal statutes. Applicants must adhere to all City, Police and Fire codes during their use of the facility.
  9. Applications will not be accepted from anyone under the age of 18 years old.  Youth groups must have adult sponsors who guarantee observance of these rules and regulations.  In addition, a minimum of one adult per 15 young people is required for the activity. All events must end by 10:00 pm.
  10. Applications submitted for a youth-oriented activity shall not be permitted to have alcohol on the premises.
  11. Applicants holding dances must obtain a Dance Permit from the Oceanside Police Department and conform to such requirements.
  12. Events with the presence of, and the serving or selling of alcoholic beverages must use One Kitchen Collaborative (OKC) as they have exclusive rights to El Corazon for alcohol. Events at the Country Club or Beach Recreation Center must obtain services from an individual or organization with an Alcoholic Beverage Control (ABC) license.  All rules and regulations for the ABC license will be enforced.
  13. No alcohol may leave the building.
  14. Users will be responsible for all damage and must leave the facilities in the same general condition as received. The area outside the building is included in this responsibility. Therefore, before the start of the event, a representative should inspect the condition of the facility.
  15. Appropriate damage deposits above and beyond required special service fees may be levied at the discretion of the City.
  16. All applicants will be required to provide liability insurance.  Applicants individual insurance may be used endorsing the City of Oceanside as additional insured for the dates/times of the event in the amount of $2,000,000 per occurrence and $4,000,000 aggregate.  Applicants may purchase insurance through the City of Oceanside Special Events Insurance Carrier.  The insurance fee is non-refundable.  Insurance purchased through the City will be obtained 30 days prior to your event. 
  17. No City facility may be altered or changed.  Signs or decorations must have approval. Anything that makes a hole such as a nail or tack are not permitted.  Tape or string is allowed. All balloons must be tied down and may not be released outdoors.
  18. No advertising, solicitation of sales or posting of signs or distribution pamphlets using Division facilities will be permitted without the consent of the Park and Recreation Division.
  19. No donations, under any guise or circumstance, or for any purpose, shall be solicited at any facility for causes not directly related to the activity in progress.
  20. Security personnel (when required) must be present at the time the applicant takes possession of the facility and must remain on duty until the facility is vacant.
  21. A minimum of one (1) representative of Parks and Recreation Staff shall be present during all hours of activity in any indoor facility.
  22. In the event of a disagreement regarding interpretation of regulations governing the use of City facilities, patrons are to conform to the instructions of the Division representative in charge and report the incident to Parks and Recreation Administration office at (760) 435-5041. The facility staff will call the police for any reason deemed necessary within their judgement.
  23. Section 104.3 of the City of Oceanside Municipal Code prohibits smoking in a public building at any time. Assembly Bill 846 prohibits smoking within twenty (20) feet of main entrances, exits and windows of public buildings. There will be NO smoking in or within twenty (20) feet of the facility. Courtyards are considered an extension of the building.
  24. During rentals and/or private reservations, the public will not be allowed into facility areas that are under rental/reservation agreement.
  25. During classes or any City-run program, the public will be allowed lobby access to gather facility information, but may not enter or disrupt class and/or programs in progress.

El Corazon Senior Center Food/Beverage Policy with One Kitchen Collaborative (OKC)

Oceanside City Council approved an agreement with One Kitchen Collaborative (OKC) to be the onsite-preferred caterer and licensed alcoholic beverage provider at the El Corazon Senior Center.  All events scheduled at the facility will be required to utilize OKC to supply and serve alcoholic beverages.  You will also be required to utilize OKC for any food catering needs as well.  Opt out options are available for a fee if you choose to use an outside caterer for food only.

To the greatest extent allowed by law, Permittee shall defend, indemnify and hold harmless the City and its officers, agents and employees (“Indemnified Parties”) against all claims for damages to persons or property arising out of the activities authorized by this special event permit, including the negligent acts, errors or omissions or wrongful acts or conduct of the Permittee, or its employees, agents, subcontractors, or others in connection with the special event.  Furthermore, Permittee shall defend, indemnify and hold harmless the Indemnified Parties  against all claims including claims for damages and/or equitable relief (whether based in mandamus, declaratory or injunctive relief) arising out of City’s approval of this special event permit.  Permittee’s indemnification shall include any and all costs, expenses, attorneys' fees, expert fees and liability assessed against or incurred by the City, its officers, agents, or employees in defending against such claims or lawsuits, whether the same proceed to judgment or not.  Further, Permittee at its own expense shall, upon written request by the City, defend any such suit or action brought against the Indemnified Parties subject to this indemnity.
